EXPERIENCE

Dr. Garcia Swartz received a B.A. degree in history from the University of Buenos Aires and an M.A. in economic history from the Torcuato Di Tella Institute, Buenos Aires, Argentina. He also pursued graduate studies in economics at the Torcuato Di Tella Institute. He completed his joint Ph.D. in economics and history at The University of Chicago in June of 1998. In the course of his Ph.D. studies, he received scholarships and fellowships from The Hewlett Foundation, The Ford Foundation, The Tinker Foundation, and The University of Chicago. In 1997 he was selected as one of 12 finalists in the Harvard Academy for International and Area Studies competition, among 250 social scientists whose research focuses on international affairs.

Before joining NERA, Dr. Garcia Swartz taught Latin American history and economic history courses at various institutions in Argentina and the USA. He also worked as a researcher and computer programmer at Chicago Partners and The University of Chicago, and as an English-Spanish interpreter in workshops organized by the Chicago Board of Trade and Andersen Consulting.

At NERA, Dr. Garcia Swartz is participating in matters pertaining to antitrust and labor. In the field of labor, he has conducted research projects focusing on discrimination in promotions, terminations, and the administration of discipline. He has also estimated damages in various labor cases. As regards antitrust, he has experience with projects involving monopoly tying, predatory pricing, exclusionary practices, and bid rigging.
