EXPERIENCE

Dr. Berkman specializes in environmental, energy, antitrust, and labor economics at NERA. He has frequently studied the potential employment impacts of proposed environmental, health and safety regulations for state and local governments, industry trade associations and corporations. Dr. Berkman has also studied the impacts of race and gender discrimination on labor markets. He has conducted seven so-called Croson studies for city, county and transit agencies regarding discrimination in the construction and professional services sectors. These studies were made necessary by the U.S. Supreme Court's decision in J.A. Croson v. Richmond, Virginia. He has also participated in age and gender discrimination studies regarding hiring, promotion and lending. Dr. Berkman has substantial testimony experience before state and federal courts and regulatory bodies.

Dr. Berkman has published numerous articles and spoken at many seminars and conferences. His articles include "New Evidence on Racial Differences in Commuting Behavior," published in The Journal of Public Data Use. His recent speeches include, "The Use and Abuse of Statistics in Mortgage Lending Discrimination Cases" and "Two Myths Exposed: Why Losses Don't Go On Forever and Why Plaintiffs Actually Should Find Employment."
